Considered as the best work of its author (1658-1722), the one for whom to govern was a science, the book denounces the absolute monarchy and calls for the reestablishment of the States-General to temper the royal power. According to the author, the feudal system distributed more freedom to the population and proved to be a more equitable system, but it was definitively destroyed by Louis XIV. The power of the state rests on the happiness of the people and the duty of the state is to improve this happiness. Boulainvilliers draws up the history of parliament since Charlemagne, and analyzes the causes that made the parliament inoperative, but before being a historian, he is above all a thoughtful thinker, with his own theses, because Boulainvilliers has a vision very personal story of the monarchy and the nobility. His thoughts and analyzes precede those of the Enlightenment philosophers, who will recognize him and discuss his works.
All the works of Boulainvilliers appeared posthumously.
